I recently overhauled my 1864. It ran fine before that. Now I can’t get it to start. I have spark, the timing is correct, I have fuel. I tried spraying starter fluid in the carb. I’ve checked all the safety switches. What am I missing?
 
Would it be too much work for you to supply us with all engine numbers so we don’t have to guess which 1864 engine you have? We hate guessing and it is too hot In WISCONSIN today for me to work my brain any harder than I have to. Only about 50 different engines for us to pick from.

You need to supply us with chassis label and engine label information.

Compression? You never mentioned compression. Do a compression test.
 
The hydraulic lifters might not have pumped up, so your valve is not opening so the starting fluid could get into the cylinder . Take out the spark plugs and it will spin over easier and it should fill the oil filter and lifter with time . I am assuming everything you said is correct , so with spark and starting fluid it should at least backfire if it is getting into the cylinders.
