Well, the only part you have not changed is the belt. As long as all pulleys, spindles, alignment, etc. are good, it should be good with a new belt. Old belts that get twisted sometimes don’t work once they are compromised.Replaced deck pullies, spring, new wheels and blades. Belt still twists at the engine pully then goes back normal but it's chewing up the
belt.

So it could be a bad spindle? It does look like a steep angle going to the engine pully.I saw this once. I think one of you pulleys got pushed to far up or too far down and the belt has a steep angle going into or out of the engine pulley.
