I would say yes, but with low air pressure. If it will not clear it needs to be put in an ultrasonic wash for an hour and retry. The nylon/plastic suction extension tube usually gets the screen blocked by rancid old fuel that has turned to resin. This stuff can turn to a shellac type substance, and it is hard to get cleaned out.
Even when you think you have it cleaned, clean it again to avoid further issues. These are great carburetors, but they do not work well with Ethanol pump gas. Only non-Ethanol fuel should be used in these carburetors.
Along with that, replace the carburetor base diaphragm because it will be junk.
