Briggs specs on your engine should be .002-.004 on your intake valve and .005 - .007 on your exhaust. Most Briggs this is standard on small engines. 1/8 inch would be way too much gap. Compare thousands of an inch to a piece of paper, for instance paper is .003 thick.

OMG! That shaft is pretty well chewed up, the flywheel has to be a tight fit on that tapered camshaft. You CANNOT run that without a key as you described. The key is NOT tapered, it's broken off. Sorry to interrupt , but you are all over the map troubleshooting this engine. I got dizzy just...

On my mower the forward/reverse pedal centers itself automatically when foot is taken off. Is there an electrical switch that puts it in neutral or is it all mechanical , Thanks !

I would also buy a load tester , a battery can show 12-13 volts, which doesnt mean your battery is good, you need the cranking amps to turn over the equipment. A load tester will tell you right away if the battery is good or bad. Just my 2 cents. Harbor Freights and Amazon has them for 20 bucks...
