Look at your rear wheel bushings, I'm reading thats a problem with the Honda My Honda pushmower isn't propelling the best either, went to look at belt replacement and found talk about bushing seized.

I had similar issue, after checking safety switches I replaced starter, the new,(Amazon), starter worked about 3-4 times and quit, replaced with same one as I had 30 day warranty and this one has worked out. Try hot wiring your starter from battery, that should bypass all safety switches and go...

FYI I just replaced the starter on my Cub Cadet with a 60.00 Amazon starter, worked once, the day I installed it, 31 days later solenoid wouldn't engage, 1 day out of warranty😔 Not saying you cheaped out like me, but don't assume the new starter is good.
