Mine is similar. Takes 2 to 4 pulls to start if it's been sitting for a while. One pull if used weekly. Also south Florida. Only use ethanol free REC90 gas.

Or maybe the half moon key that fits in the gear is upside down. It need to have the rounded side facing down

That's the other benefit of the cheap ebay carbs, they don't come with those caps over the adjusters, or require special carb tools

You can get a new WLA-1 carb on ebay for $15 to $20. Don't bother messing with the old one and just swap it out. I've done the same on a few of my Echo's I've bought second hand. They all get a new carb and a tune up kit. Makes them run like factory new.

I live in south Florida and my hrx217 takes 2 to 3 pulls to start. 2 at the very minimum. Has never started on the 1st pull. My old mower had a Briggs and Stratton engine and it started 99 percent of the time on the 1st pull

Mower looks like it's in excellent shape based on the pics. Assuming it runs fine , I'd have no problem with 250. Probably last another 23 years.
