100% sure that you do not need it to get up and running. The starter just bolts in and connect the electrical portion at the appropriate location. I just changed my starter out and it came with an extra bar; which I did not use. You can hold on to it in the event that I am incorrect that it...

I believe it is an extra mounting bracket. The starters fit different models. You can toss if not needed.

I did deglaze slightly with a hone. It is an iron coated aluminum bore. I found conflicting information on whether I should hone or not. I did lap the valves. I set lash at 0.25 after TDC. Intake at 0.006, exhaust at 0.010
