Odd! I use Wal Mart exclusively for oil changes,have for more than twenty years. Never problem one. My logic is that I have a record from day one and if they mess up, a multibillion dollar company is not going to quibble about making it right.
Where is this? Find it hard to believe that it is the only fuel available to you.

Personally I always run 90 octane non ethanol in my small engines.
Sounds like compression release. Remove your air filter, cover intake with your hand and crank it. After one hesitant revolution it should crank with speed and start.
If you cut off the air there is nothing to compress so it will spin.
My 18.5 Intek is doing that. I cover the intake with my palm and let it groan through one revolution, then with nothing to compress it spins, remove hand and it fires up. My just started this mulching last fall, so I have less than an hour running it like this. Maybe it will run something...
