    30 seconds is the longest it has went without reving up, sometimes it's quicker. I've tried that and nothing changes. The governor shaft going in has about 1/16th play maybe a little more going into the engine.

    Checked, no binding on the carb, there's about 1/16th play from the governor arm into the engine.

    They are installed correct, that's the first thing I thought,I went back out there, looks line the governor spring is weak and not pulling the governor lever back

    It runs smooth, it'll idle then shoot up to max and stays there. Steady rev at max abs stays there till turned off.

    Just Replaced carb,fuel filter,plug.When starting up it will idle low for 30 seconds then rev high even in turtle mode.Triple checked linkage hooked up correctly.Looked on youtube ,chatgpt.google,etc.but nothing covers a mower that old.Thanks for any help.
