Just got this Yardman Bug 9hp and I can't get to shift into gear. It's like new all belts are good. Any Ideas?????- popwalker

I have a yardman yard bug 9HP and I am having trouble getting it into gear, It is a used mower and I just got it. anybody know how to get the steering wheel off?
