I have seen dealer blow into fuel tank to prime pump and then it worked well and started right up. Just need fuel in it to work.

I don't know the model but if it's a model with the carb mounted to the gas tank, they will suck gas through the missing air cleaner screw hole. Must replace screw to even begin to adjust the carb. Looks like you have tried everything but that. So I though I would throw that in.

I had the same valve fail on my 148. The original valve stem was bad and has been replaced with a chrome one instead of pot metal. Dealer gave me a new one as mine was just a month out of warranty. It broke off and left me having to switch gas hoses between tanks to finish a job..
