Update: Removed ignition coil ground wire and mower worked great. I guess I need to replace wire or inspect grounding lever.

Will do, that's a great idea. Thanks everyone for the insight. I'm a pretty mechanically inclined guy but lots of these things suggested are areas I would over look. Thanks for the education.

That's what I suspected at first as well. But I have a brand new Briggs coil and plug with same symptoms as prior to changing. Also fuel line is new as well. I took the float out and made sure it still floats lol also cleaned out the needle/seat , but they were already looking like "new" clean...
