It sounds to me like that your throttle needs adjustment. It should be wide open at full throttle. Try pulling back on the throttle until the butterfly is wide open and then see how it runs.

No, it won’t affect the timing, but if the plug wire is carbon filled, no amount of solder will repair it. You may be getting an arced spark from the coil to the plug wire. It would probably be weaker, and then the mower wouldn’t run right.

Be more specific, you say that the mower won’t go forward or reverse and then you say the mower goes forward no matter what you do. The loose belt is a separate issue.
