I had exactly the same problem on a friend's mower last year. There are two modules on the left rear side of the motor. One is not readily available but the other one is. I don't remember the numbers but will look for them later. Got it to run by tapping on the module while cranking the engine...

Working on a friends Honda H4518H with liquid mower that wont run. Turns over great but has no spark at the plugs. How do you test the CDI module and coil to the plugs?
