Just a general question. when winterizing a lawnmower is it better to leave the gas tank full w/ Stable and shut the fuel off then run it out. Or empty it completely and store it dry. I use only non ethanol fuel

I have a Honda HRX 217 that has a broken Blade engage cable at the motor inside the composit deck - I cannot seem to figure out how to get to it to connect the new cable - do you have to drop the drive system out ? or is there a trick that I am missing? Thank You
