If it fits, take the new main jet out and replace it with the old main jet. See if it corrects the problem. Turn the fuel off when changing.

Sounds the high speed idle circuit is too lean. Applying a little choke should clean it up and it does then it is a lean burn issue.

My money's on the bad safety switch. If that proves to be the problem, don't just unhook it and start mowing without it. Very dangerous...
