A fuel shut off solenoid does not shut off the fuel coming into the carb and will not stop the engine from flooding. It stops the fuel from going into the engine from the carb. If the needle and seat are leaking it will still flood the engine through the bowl vent.

Change the seat switch.

I remember replacing a fan on an Eagle which is a souped up Black Hawk. I will check next week and see what parts are avlailble through Dixie Chopper.

Sounds like a Magnum 2460. I would look at the motion idler arm. Those mowers had a propensity for the idler arm to make noise. If that is the issue you can take some kind of pry tool and stick it between the end of arm and the frame and bend it down until it stop making the noise.
