Are coils failures a common failure item on these engines . It has less than 50 hours on it even though it is 15 years old. it sat in a garage unused for about 10 years. It ran fine for the next 2 years then it would stay running. Should I just replace the coils and be done with it?

I replaced the carburetor and at least it will start. It doesn't get full rpm, only around 3150 to 3300. It seems to me it used to be around 3700 rpm. It barely has enough to start the PTO. It will run the it a few seconds with the PTO engaged and the choke on full or 7/8 . It dies but will...

Like Reply I think I answered everything, i tried to to a cut and paste with your red highlights but I also couldn't d that as well. I did blow out the carb after cleaning with compressor and air hose.

Quick answer is yes, this engine has a radiator on top, not shroud. the top of the engine is exposed if you remove the filter case. IT debris blows out very good with a blower after ever mowing, I did inspect it well while working it this season.
