HELP can i put a briggs 18.5 off a troy bilt on a yard machine with a 38 inch deck. would i need to change the belts pulley ect. thanks

I have a yard machine rider. Very hard starting if it starts it will run a few seconds. I put in a carb kit. changed out the old gas. I can't get the plug out it is so tight. When it runs engine sounds good. Any help I can get is greatly appreciated.
