i went out this morning it was cold , to start my exmark it turns over but will not start ?? what do i do

i have a 2008 lazer Z 1000 hrs just bought it today and when i mow with it feels like something is slipping in the handles when i turn around after making a pass , also when i go to load it up on the trailer it jumps . anyone have an idea of what it is ??? Thanks
