Is there a valve rotater cap on the intake side of Honda GX 390 Clone.

Yes

It's a Honda 390 clone

Exhaust .20 intake .15

No the plug is dry and I don't see any coming out when I pull the rope.

I pulled the head off and didn't see anything wrong with the push rods or valves

All of the sudden

I have a Duro Max 16hp engine. Of course the pull start is easy to pull when the spark plug is out. When you put the plug in and try to start it there's a really hard spot that makes it impossible too start. Any ideas?
