Mower engine (547cc Briggs and Stratton engine) constantly surging. Carburetor rebuilt and fuel pump tested.

I have a used Troy Bily Mustang 42" deck and Briggs & Stratton 547cc engine. Since purchased it has constantly surged until it stalls! Whether cold or hot same problem. Carburetor has been rebuilt by repair shop, no change. fuel pump tested no problem. HELP!
