The battery charger says the battery is fully charged. The flywheel turns and the starter is not activating at all. The sound is around the key/solenoid.

The attached video shows the problem I'm having. Makes a sound when I turn the key, but doesn't engage the starter. Has new solenoid and starter. I could use some ideas of what to check.
