You say you installed a new carb ? Might still have a carburator problem , even new ones give trouble at times , pull it and check to see if the needle and seat are not leaking , flip it upside down and blow into the fuel supply with the float down , it should not let air pass, if it does , you...

You need to release the tension on your blade belt and then check your spindles for wear, roll them by hand and feel and listen to the bearings , you cannot really tell with the belt in place.

Back fire is a sign of unburnt fuel or timing , usually when timing is off on a small gas engine it will not run at all
