If the parts book is correct that is a hrdrostatic transmission. Have you checked the oil level? There is a spring that pulls the transmission back to tighten the belt, is the transmission free to rotate? Are the axle bearings getting tight? Is the pulley slipping on the crankshaft (doubt it)...

That is the govment being sure the consumer gets a poor running engine and is nnot able to adjust the carburetor. After all you know the consumer will adjust the carburetor and cause excessive pollution. Be glad you can adjust it and don't have to take off those ******** limiter caps.
Are you running the engine "wide open" and is the speed set at manufactuerers specification?
