All i can do is ban them.

Make me a moderator and I will start blocking these clowns.
Other than that, the administrators are going to need to put in place some things to prevent them access. Maybe an email confirmation before being allowed to join. Blocking all membership attempts from China. Russia, Ukraine, and Pakistan.
 
block the IP ranges they come from especially if it is a foreign country.
