1983 Troy Bilt Pony question

First of all, cant find model number anywhere. supposed to be stamped on transmission on right side. took wire brush to it and nothing. But anyhow need help with triple pulley. Will try to post pic to help understand. Pulley seems to be wobbly and im pretty sure im missing some parts in front of and behind pulley. Trying to figure out what parts I need.
 
Here is how pulley was installed? Am I missing any parts in front or behind pulley?

If there is a key to go in that key way that looks like it has seen better days then all is there.
Have a ood look at the engine end of the pully stack
It needs to be nice and square as that is the bit which sits on the shoulder on the shaft and is pulled down tight by the bolt.
Measure the distance the bolt hangs out of the engine shaft without the pulley then the thickness of the top of the pully stack to make sure you have good clamping force.
The key should go almost the full length of the key way as it is a power key.
Also have a good look at the key way in our pully stack, if it is not nice sharp & square then you will need to get a new one cut into it.
When you put the pulley stack on the shaft you should not be able to rotate it back & forth on the engine shaft it must be tight.
 
And now i have had a second look, is that a loose nut under the retaining bolt or is the hex part of the pulley stack.
If has been put in to take up space, get rid of it and fit a proper length bolt.

Yes it's a loose nut. I know that's not supposed to be there. I'm assuming it should be a washer?
