Center blade no cutting as well as other blade

Did you route the belt like in this picture?

If the blade brakes would stop the blades from turning before and they spin easy now, you have a routing problem. Yes, it makes a difference which side of the belt goes on which pulley, as said before. If you follow the diagram Blaz enclosed, you should be able to solve your problem, unless you route it outside a belt keeper instead of inside.

I have it routed the exact way the diagram is and narrow side of the belt around the blade pulleys. The pulley is tapered where the belt fits exactly.

See I knew the pulley on the clutch was not normal. I can pull on the deck belt and watch the pto pulley go round and round as I pull hand over hand on the belt. So do I need to get a new pto?

Before we go change the PTO. It sounds like it needs it but I am not ready to send you out to purchase such a high priced item just yet. In the attached photo from above check to see if you can adjust #14 to one of the other holes to tighten the spring more. If you can it may save you a PTO for now.

The pulley that the belt goes on for the center blade is loose.
Check the nut on top of the pulley.
