Could not locate locally that 00 grease any where , In fact non of the local part store know what i was talking about , The local lawn shop highly recommend to stick with whats the manufacture calling for , they looked it up but and found Part # .. 737-0300A and told me i need 19oz of it but no clue what is the grease viscoity is . Any one know where to get that grease or that 00

The generic name is "liquid grease"
In grease grades it is 00
mower shops that are more sales romm than workshop will know it as Stihl head grease, or hedge trimmer gearbox grease and they sell it in 2 oz & 4 oz tubes for a silly price.
Google liquid grease and you will get a lot of hits.
Oregan do it in 4oz tubes but as said earlier tractor supply shops will sell in the 5 gal buckets
Most specialist bearing shops will sell it
Auto stores won't
hardwear store won't

Upon taking a close look @ the clutch Collar as i was told to do by other member here , I think i found my problem for sure the edges are rounded on the Collar on one side , It seems that this collar is by directional and can be installed regardless to which side you put 1st

Yes you can flip it however because the other gear tursn in the opposite direction you just transferr the problem to the reverse.
naturally it will be less of a problem in reverse but it won't go away.

I hope you ordered new thrust washers as well
They wear thin so the dogs don't bind deep enough and you will be back to where you started from in about 1/2 the time it took you to get here the first time.

Based on all the great tips/ information you provided I am certain that some one had been inside this transmission box before and left few things on the bench.
I found the One side Of the shaft had one thrust washer and the other side had only 2 washers without thrust washer . With time that caused the clutch collar to fail indeed and slips
Parts list offer few various size of thrust and washer sizes which obviously acts as shims to achieves the above mentioned tolarence spec
I Ordered new set of thrust washer and hope that will get it going
