valve/push rod question

I have a 17.5 hp overhead valve engine that was not running well. I removed the rocker cover and discovered the push rod on the bottom valve had broken off. I replaced the push rod, but when I turn the motor the top valve moves in and out but there is no movement from the bottom valve. Is this an indication of a stuck valve and if so is there an easy solution? Also, how can I tell if the bottom valve is the intake or the exhaust valve? Thanks for your help!

The bottom valve on the briggs single cylinder OHV is the intake. Make sure you inserted the end of the new push rod into the tappet concave. It is really easy to miss, down in that hole.

Yeah, it is an indication you did not get the push rod in the lifter socket.
