Turns over until it hits TDC??

Hey guys, I have a husky with a briggs 18.5 hp on it.. Sn 1908002641152 Model 33R7770003G1
What should valve lash be at? It turns over until it hit TDC and stops there

either the valves are out of adjustment or the camshaft's ACR is broken.

Sounds like more than valve lash. Pop the cylinder head off; might be a dropped seat or stuck valve.

And the valve clearance are .003-.005 IN .005-.007 EX. The rocker closest to flywheel is the exhaust one. Torque the set screw to 45 in/lbs
