Here is what the carb looks like. Is it not adjustable? If so what type of tool would I use.

The adjustment screws are under those black caps in the picture. They may be slotted, splined, half round or some other shape. To adjust them, first find out their shape, then you may be able to find the proper tool. O'Rieleys has a tune kit that may work. You can thank the epa for the weird shapes, they think that they can bring about cleaner air by making it difficult to adjust the carbs andhave mandated the strange shapes to the manufacturers.

Can't really see thr tops of the adjustment screws ... but there are several ways that have been used to make adjustment "difficult"....
There were removable caps that covered adjustment screws...
There are also spline screws as covered in this video... HOW TO ADJUST The Carburetor on Weedeater XT260 Grass Trimmer - YouTube

and in this video is shown a way to modify the spline screws to allow for adjustment... How to adjust a 2 cycle Carburetor with "set Locked" Screws - YouTube

I don't think they are caps. I tried to turn them and was unable to. It looks like some type of tool with some sort of nipple would turn it. I believe it is a Ryobi built motor that was branded Troy Bilt. I could be wrong about all of that though.

Looks like I'm going to have to do what you posted in second. I have a dremel handy just have to find my disks.

Just to be sarcastic Dremelling is also illegal. Tampering with an emissions control device. carries the same penalties as tampering with a catalytic converter. Change of getting caught 1 %.

Trimmer works GREAT now! I'm so mad I didn't do this earlier. Unfortunately the primer bulb is now cracked. Looks like I'll be replacing it. Thanks so much for all the help! I would have never figured this out.

This is an old thread but yeah the poulan,ryobi,husqvarna carbs need the special tool to adjust them which can be had on amazon or ebay. The first first carb that I tried to adjust which had the recessed splined screws got removed and took a dremel cutoff wheel and cutoff the aluminum housing around the screws then put slots in the top of them. Saved about ten dollars from buying the tool or around twenty dollars if taken to a repair shop. I have since purchased the splined tool which is commonly called the poulan splined carb tool(#530035560). FYI- The pacman tool is part#308535003, the double D tool is part #308535002.And the single D tool is part #308535001. Save yourself some money and adjust your own carb, there are plenty of videos on youtube that go into detail.

This whole thing is weird to me...
I guess if a carb is out of adjustment, it will be less environmental friendly. I agree with that, but owners should be able to readjust them to make them more environmental friendly. IMO
I am glad that they sell these tools and thanks for the numbers
It's illegal and not illegal at the same time!
