toro model 20057 walk behind engine speed??

I have a Toro model 20057 self-propelled that I bought in 2006.
It has the 6.75 hp Briggs with screw on oil filter.
Is there a way to slightly increase engine speed? There is a governor and no throttle on this model.
No matter what I do or how often I mow, I cannot get a good clean cut on my grass.

I sharpen the blade after each mowing. This mower has been this way since new.
How do I bend the spring loaded governor rod to increase the engine speed?
If you move the rod by hand it increases speed.

I'm hoping a slight RPM increase may improve the quality of cut.

Patience Charley. Just got home after a 9 hour day, and most of the technical guys on this forum have to go to work also. You want free info and you want it now? Yes, you have a single speed engine. One end of the spring is hooked to the governor arm link and the other end is hooked to a stationary point, small vertical blade, or throughout a hole on a slightly rotating arm. If you have a vertical hookup, you need to bend that blade forward to add more spring tension. If it goes to a small hole, insert a needle nose pliers into the hole and twist it out to add more tension. Be careful not to over rev the engine, as this will create a lean mixture, which can cause you more problems. Max RPM's is 3200. Patience as you adjust.
