Engine Tiger Cub ran out of gas, now won't start.

I had my tiger cub out mowing today and one tank ran out of gas, switched to the other tank, but engine will turn over but won't start. Gas is getting in the bowl, and if you prime the card it will start for a second. Is the fuel shut off solenoid not opening? What voltage does it take to open the solenoid? Will it run without the shut off?

Having been a mechanic all my life, I have been called out on service calls and found the fuel tank(s) empty! I've worked on lawn mowers to private jets and most in between!!!
With my Scag Tiger Cub (2 fuel tanks) if I run one tank dry it usually takes a few seconds for the engine to restart after shifting tanks. I usually go to full choke while cranking even on a normal hot restart.
