If I lift the back wheels off the ground and engage the self propel handle the wheels spin but when I drop it to the ground they are too weak to drive the mower. Honda HRM215K3 SDA. Is there a belt or is it possible when I cleaned it I got some water where it should not be.

Did you take the wheels and wheel gear off at any time?

There is a drive belt that is under constant tension from a spring. The belt drives off a pulley on the crankshaft and then around the input pulley on the top of the transmission. If stretched or worn, replace it. For an HRM216K3SDA, the part number is 22431-VE2-801. While not a difficult job, it is a lot easier with the shop manual.
