removing drive belt cover

I have a 21" walk behind and I need to change the drive belt.I have removed the two shoulder bolts from the drive belt cover, but I can't see how to get the cover off. I have looked at many sites about changing the belt, but they only say "remove the cover." Do I need to remove the engine to remove the belt? (If I do, I might just stop right there.) Any help?

I have attached 4 pictures of the deck area showing the kind of belt cover. It is different from the one on the YouTube video from Troybbilt.

you said you took the bolts out? well there are probably plastic tabs that is holding the thing attached.

I can;t find any tabs -- there are many bolts underneath, but I don't want to disassemble anything that shouldn't be taken apart. The parts diagram from TB isn't very clear as to how the parts go together.
