Light for the deck comes on when flicking the switch. Top pulley directly under mower is spinning when foot off clutch and I havent confirmed but judging from the sound it is spinning with foot on the clutch. Lower pulley(looks to be main drive belt pulley) is not turning or working at all. Top pulley belt is worn in spots but seems to be doing its job correctly. Bottom pulley belt is in mint condition. There is also a very large and long spring unhooked underneath the deck and I am not sure where this hooks up at. This mower was left behind when we bought our home. Any help on this matter would be greatly appreciated. Thanks!

Export threadon the older troybilt mowers the deck was considered an add on item and has its own model number. if you can find that model number you can go to troybilt.com and find you deck and it will show where to hook the spring back. sometimes mtd parts breakdowns are hard to read but it will show were to hook the spring.
