After trying to start tiller I pulled carb , the only # on carb was S202 147A Zama, I watched U tube video showing how to clean and rebuild, During the cleaning and putting it back together I changed gas filter .I cannot get the primer to bring up fuel , I took it apart 3 times with the same result it will not bring fuel into bulb. Any help is appreciated.Wp

Google Zama tech guide(PDF) shows the primer operation also shows the body type location and model number. If you notice fuel has to lift inlet needle off seat(4).

Firstly do you have the carb connected correctly .
The tube nearest the primer bulb is the return line.
It goes to the tube which goes just insde the tank.
The one furthest away from the primer bulb is the fuel suppy line and is connected to the fuel filter.

Next, if the supply line is cracked or the filter is blocked the primer can not suck fuel through the carb.

You really need to do vaccuum and pressure testing to evaluate a cube carb.
Once pulled apart you really need to replace all the gaskets or at least soak them in warm WD 40 or similar to soften them enough to make a seal again.
Diaphragms do not take being moved about well
