LX 173 not starting

Used it last week everything ok.
Tried to start today, battery shows 13.1 volts, all grounds are tight and clean. Have power to the starter.
Wondering if the safety seat switch or blade safety switch went bad or something else.
Grass needs to be mowed..
No ideas what to do.

What voltage do you have at the starter? Starter turning any?

Starter not moving or making any sounds
I'll check the voltage at the starter, it will take about 45 minutes.

Doesn't sound rite but voltage at the battery 13.4 and at the starter 15.1volts

If the battery was low the solenoid will sometimes click, I'm not here'n anything.

Alrighty then. If you bridge solenoid does starter spin?

Operate the blade engagement switch a few times, make sure it is OFF!
Mine hangs up occasionally
Push the brake pedal down all the way,
Seat switch made by you in the seat.

Tried all that several times, I'm stumped!

I bridged the solenoid and the solenoid spins but doesn't engage.
