Kohler SV610-0020 speed controller assembly

Hello, I have a Kohler courage 21 (SV610-0020) on my Toro Timecutter Z5000. I’m having issues with the idle not working properly and also it starting to cut off while riding. I put a new carb on and was adjusting the carb and the engine speed. My speed control assembly seems to be shaking a lot and a pretty loose. That’s what seems to be making it die down and shut off. Is the speed control assembly supposed to shake or be somewhat stiff?
