John Deere 180 - no reverse

I have a old John Deere 180 manual shift lawn tractor that now does not want to move in reverse. I raised the rear wheels, started the mower and put the shift lever in reverse and nothing happens. Someone give me a place to start. My immediate problem is trying to remove the right rear wheel to look at the shift mechanism. Thanks Jack

Spray penetrating oil on inside & outside of rear wheel hubs at axle, let soak overnight. Axle keys are posted above if you need them. If axle shaft is rusted clean it up with fine grit sandpaper, apply antiseize compound to both sides of axle before reassembly. thanks Mark
