Jacobsen Park 30 Mower

Hello!
I'm looking for some info if anyone can help me out. I recently acquired this Jacobsen park 30 mower. Upon initial testing I found it had no spark, I have since replaced the condenser and the coil itself, along with a fee more of the internal on the wico coil. Good news! Got spark, but I cannot for the life of me get this thing to start. I do not know what year it is, and I've had no luck finding a manual. Can anybody be of assistance on this?

A close up of the engine would be helpful
It looks very much like a Villiers or even a BSA engine
Villiers bought the small engine division of BSA around 1962 and as far as I can tell did nothing other than change the engine ID plate & paint colour .

The engine is a Wisconsin ACN. Sorry I forgot to mention that.
