HRR2612TDA Axle Not Rotating Forwards or Backwards

Honda HRR2162TDA. Rear Wheel Drive.

This is a Honda Harmony mower with three speed transmission. The mower's self propelled system does not work and the mower will not roll backwards. The axle does not appear to rotate forwards or backwards.

The mower will not "propel" forward when the clutch lever is engaged and will not roll backwards under any circumstance. The mower wheels will roll forward easily (since they are not directly attached to the axle) and both wheels "click" like they are supposed to when rolling forwards. Also, when rolling backwards, the wheels lock like they should, but the axle will not move so neither will the wheels. I can get the axle to move some by manually rotating one of the wheels clockwise (backwards), but it is very difficult.

I took off wheels, cleaned the pinion gears, made sure the ratchet keys and springs worked. I've checked the belt and both both pulleys. The pulley on the transmission is fastened to the rod going into the transmission and the pulley rotates the rod.

The clutch spring is connected to the clutch arm on the transmission. The clutch moves back and forth when the clutch lever on the handle is engaged and released. The clutch appears to release completely. There are no adjustments on the clutch cable.

The pulley on the transmission is fastened to the rod and the pulley rotates the rod going into the transmission. The three speed shifter moves back and forth and the cable looks ok and is attached to the transmission.

Other than a problem inside the transmission, is there anything else that will cause the axle to not move?

Sure reads like you've inspected it quite thoroughly, and it does seem there is likely a fault/issue internal to the transmission. There are no serviceable parts inside the transmission, and it must be replaced as a unit. The clutch arm, its return spring, the input pulley, and its roll pin transfer over:

A local Honda dealer might be able to give the transmission a quick inspection and confirm its status.
