Repairs honda hrc216xha

I have a Honda HRC216XHA I have to engage the blade clutch to start an run it, if i let go of
the clutch lever it locks up like the blade brake is engaged this is really annoying since i have
to stop and start the mower ever time i empty the bag, please help thank you

While I would never condone the defeating of safety features, nearly every one that comes into the shop had a velcro strap or old belt wrapped around the bail & handlebars.
