Honda Harmony1011 won't start

Hi, I just bought a used 1011 was told problem with governor when engaging blade. I got it home put some fuel in it, it would start then stall. Checked engine it has spark, fuel, 90 compression, cleaned fuel tank,all connectors are good, brand new battery. Now it just cranks, and a little fuel comes out the carb. Puffs when choke is closed. not familiar with Honda engines. Any suggestions would be appreciated.
