Had disassembled top half of engine to overhaul carburetor and reseal intake runner because of no-start problem, after ensuring I had spark, air, and got it to run on starting fluid. Had to disconnect governor lever to unhook linkage; referenced marked the gov. shaft before disassembling. Reassembled - now it runs full speed only. Probably changed an adjustment somehow. Time to start from square 1......what's the step by step?

My guess is you've put the springs on the wrong way round the bigger spring goes to the throttle cables mechanism and the smaller one goes to the Tang a small pice of metal sticking up. Hope this helps.
