Okay, first I thought you might want to race it. I guess there are specific websites for that.

Lawnmower engines are governed to their optimum speed for cutting so the blade(s) run at the best speed and resist slowing down when load increases because that's when the governor kicks in and opens up the throttle more, providing more torque. You don't want to increase the blade speed both for efficiency and safety.

As for ground speed, that's determined by the gearing. The fastest gear doesn't give the best cut, but is intended for travelling from one cutting area to another. Some mowers also have an additional, faster, throttle position for this. You can also increase the engine speed on some of the old rear engine riders that don't have an engine cover by reaching behind and holding the throttle valve wide open. However, you're risking throwing a rod by running the engine over its design speed. You could also increase the ground speed by changing the final drive ratio if it's a chain drive, but that would proportionally increase the ratio in all gears, making the higher ones useless for mowing. Also, just like with a car, the higher gearing may be too much for the engine power and it could just bog down and run slower.
