Cp215017kwv snapper mower

I have a Snapper cp215017kwv lawn mower with Kawasaki fc150v-fs21 engine. After reading that the reason for hard starting ( extremely hard to pull starter cord) Reset valves to specs, cleaned carb, ran for 60 seconds and quit. Pulled carb and recleaned. Rechecked valve settings. Will not start at all. Replaced plug. Still no start. Installed inline spark tester. Looks like I have spark Looks like I'm not getting fuel into cylinder. If I pull plug and squirt fuel into cylinder it will run till fuel is exhausted. I can usually figure things out but this has me fully cooked. Appreciate any ideas. Also, at what position is the pilot air screw set at cw or ccw ?
