I'm thinking the vent may be plugged or not working. This is a single cylinder OHV vertical shaft kohler 17hp. When it is running there is a lot of smoke coming out of the breather and white milky oil dripping out of the hose that comes out of the valve cover and in to the air filter housing.

Where is the crankcase vent located and how do I tell if it is working?

In the rocker cover at the end of that rubber tube that is milky.

Dip the oil and see what it is like and how full it is.'Sounds like you have water / fuel contamination of your oil.
Too high an oil level will cause the engine to smoke really badly as on the down stroke a lot of oil will get pumped via the breather into the carb and the oil control ring on the piston will be overwhelmed
