Mower deck Classic 3060 HP 2008 blades always spin pto on or off.

My mower was leaking hydro fluid and a neighbor offered to look at it. He determined it was just the hyro filters, so replace them both and leak stopped. He removed the deck for who knows why to change the filters. He returned the leak free unit, but the blades are always spinning now regardless of PTO on or off. When you turn pto on, you here a big click like a relay sound.

So, the deck was put back on wrong. Any ideas what I should be looking for? I have never had the deck off, so not sure what is correct appearance, etc.

Any repair manual links appreciated.
